I.e., the Democratic Party of Bakersfield is required to hold a Bakersfield primary for whoever will be taking Kevin McCarthy's chair. They still wouldn't be the choice of Bakersfield, but it would prevent the "here's a list of 50 guys from LA and SF" phenomenon. <br /><br />Of course, if you did that, McCarthy might run as a Democrat.
